[s-cars] Relayed FP

I believe the approach is to move the relay closer to the fuel pump. I
read an article indicating a loss of 1v due to the distance from the
factory relay to the pump in the rear of the car. The theory is that
shortening the power and ground wires to the pump improves voltage to
the pump and thereby throughput of the pump.
Additionally and anecdotally, I've been told that there is a fairly
large disparity in performance from one factory pump to another given
the loss of voltage.
If you're using a factory tune - the current relay is fine. However at
higher boost, this *may* affect fuel delivery. Since it's an easy update
I'll be trying this on a URS chips tune, I'll do some AFR measurements
before/after - we'll see if that changes at all.

The fuel pump is relayed from the factory. I highly doubt you'll solve
pinging problems by adding another relay. With a properly running engine
in one of these pinging means you are burning oil, using bad gasoline,
have a bad knock sensor, or running too much boost.
