The problem I have with HID high beams stems from the delay it takes to ignite and warm up the lamps.
I found that the 55 Watters take longer, even though I got the fast ballasts (maybe a marketing ploy).
Say good bye to the flash to pass, or a quick "Get the F**K out of my way, idiot" signal....

That being said, the volts(checked using the radar detector voltmeter feature) drop ~.1-.2 volts when the low beams are on and ~.2-.4 volts with the high beams on. That seems good to me...
