 IME, you'd have to know your manifolds really well to tell by looking externally.  AFAIK Ned's manifolds were direct copies of the RS2 manifolds, albeit with the extrude hone on the inside.  So technically you are correct, both the RS2 and the IA EM's were better than the OE AAN/3B 20vt exhaust manifolds.  Comparing RS2/IA, I always considered them interchangeable parts (read: commodity differences only), and Ned's product was a deal back when a true RS2 EM cost at least an arm and a leg.  I know when I spoke to Ned about them when I got one of the first he had made, I wasn't (and am still not) convinced that the extrude hone process really did a damn thing - but it sure was the nicest piece of exhaust manifold art since the 2pc 10vt design.  The one I bought from Ned was extrude honed, and it sure looked pretty until you bolt the turbo on, then you don't see a damn thing, it looks like any other 20vt manifold with a turbo hanging off it.

Scott:  How close were Ned's manifolds to the factory RS2 manifolds?  I thought that the design was better than the OE AAN runner design.
