The crank lock tool functions to keep the crankshaft from turning
anytime the timing belt is removed. That function
cannot be accomplished with a piece of square tubing and a pipe
wrench. It also won't hold the pulley for bolt
removal on many cars that take a huge effort to remove the bolt. I
can't visualize how this substitute could be used
by one person.
While the belt is off the engine, you need to know absolutely that the
crankshaft did not move for any reason while you
or a helper are doing other items or are called away from the job.
You can find it very difficult to place the engine back
in time if it does move since you cannot just rotate the crankshaft at
will without risking the valves.

If the spanner is to be useful for reducing the torque wrench size,
some exact dimensions are probably needed,
along with some good milling tools to make the 3/4" adapter
receptacle. If you are that good at fabrication and
have the welding and milling machinery I would suspect you don't need
any of the special tools nor any of the advice
here.

Paul Heneghan sent the correct size bolt head.
