No help on the emissions part of your post as we don't have to test for 
this in my area but I can offer another item to check for your AC 
question.  I agree with what others are telling you regarding the aux 
fan - if it is not running you will rarely have cold air blowing while 
your car is stopped - not enough air flowing through the radiator to 
lower the refrigerant temps.  My AC was spotty at best this Spring and 
figure it may need a recharge but it turned out my aux fan was not 
running at all.  The culprit was a resistor located on the drivers side 
of the radiator (had to pull the headlight to get to it).  The part 
number was 4AO 959 493 and EKTA calls it a series resistor for vehicles 
with heavy-duty water cooling system and/or trailing towing - ETKA list 
price is $92.00.
