This is the sort of thing I'm talking about.  His suggestions aren't bad, but that isn't a logical starting point.  With the previously mentioned vicegrips, you can determine if the turbo is bad in about 1 minute.  If you clamp that line, you will immediately enable the turbo to develop about 15psi with no possibility of engine management interference.  You will either get boost or you won't... period.  If you do not get boost, either you turbo or your wastegate is shot.

This is your absolutely shortest and fastest path to determining the problem.

Start with a boost pressure gauge... teed into the line that feeds the 
ECU, that will tell you the boost level your are getting.

You can access the cold side of the turbo easy enough to check for 
damage/play.

Start with those two things... there is also infant mortality it might 
be that one of the recently replaced components is bad/intermittent 
bad.  I'd start with the above though.
