Remember, the diaphragm itself it or no real consequence in this case, because you bypassed its functionality when you clamped of the line from the WGFV to the WG. What is critical is the movement of the valve.
It is essentially like a valve in the cylinder head. It needs to be able to open and close freely, and needs to "seat" to insure that exhaust gas isn't bypassing the turbo.

Thanks for all the suggestions, guys.
I checked the turbo and found it to be free spinning, very little to no play in the shaft, and by putting a small mirror in there I didn't see any damage to the fins on this side. No oil residue, nothing seemingly out of the ordinary.
I'll check the wastegate daiphragm after work tonite and update everyone then. Thanks again to all for the help.....truly appreciated!
