[s-cars] Replacing Viscous Fan Clutch with Electric

If you only cared about highway speeds, you probably don't even need a
fan.
The airflow from driving is much more that a fan can deliver.

Obviously, you are not always at speed so in that case you do care about
how much air the fan can push.
