Not sure I am following your logic train well here.  Ned quotes "up to 277hp" as continuous HP from the k24 based on it's turbo map.  I've seen much better k24 numbers than what Mr W has quoted, but they are hard to replicate to qualify as 'continous'.  The dyno sheet and programming really has nothing to do with hard start, unless there is also a more basic engine problem as well.

I would be going after codes here first.  In the last couple years, I've diagnosed a lot of wiring (to/fro sensors and to/fro ecu) problems that manifest themselves in no-start, hard start, and rogue code behaviors.  

The very first reminder to all starting problems.  You need spark, fuel and combustion.  Don't guess on any of them, libraries of megadata won't do diagnostics.  Walk through the proper diagnostics to determine what is causing the problem.  And certainly don't forget the compression check in that (you can have every electrically/electronically diagnostic tree giving you a 'yes', and compression choking the diagnostic tree.

That said, on 3B cars, IME the most common hard-start is rpm and TDC issues.  Easy first step - if taking mega-data swag's, swap the TDC reference sensor for the rpm sensor.

If 034 extracted more hp by decreasing the injector duty cycle, they leaned out 
the mixture, which does make more hp.
However, going that route is the opposite of "safer".  Leaner = more potential 
for pre-detonation (pinging). Ned's
IA s/w ran richer, made less hp, but was "safer".  This is true of the MRC Stage 
3 software some of us run on our
RS2'd AANs. Doesn't make as much hp as some tunes but it also doesn't ping as 
much either.

Anyway, I hope you are happy and that you can put 93 gas in your 200 20Vt tank.
