Mark,

The "bad fuel" thing has been a red herring in this case.  "Fuel
separation"?  WTF is that?  And how would it produce a waxy anything?
 Water contamination doesn't even produce an emulsion.  Some sort of solids
contamination is coming from the fuel system post-fuel filter, like some
sealant goop or tape that was used some time in the past is coming out from
a fitting and getting into the injectors.  If the injector guts themselves
aren't going south, then the stuff is from the system, not from the fuel.

Change the filter again, completely clean out the system from the outlet of
the filter to the injectors.  And, for grins, run some fuel from the tank
into a clear container (via the fuel pump and filter feed line) to see
exactly what's coming out of the tank.
