That depends on the laws of your state. In most states that have safety and
emissions testing, the car being sold must have current inspection stickers
and must be able to pass inspection.
I doubt a bent wheel will fail inspection unless it's so out of round that
you can't balance it, or it is visibly compromised, structurally.
You can ask them to fix it or ask for a price adjustment- as part of the
negotiation, but that's about it. You can't demand a repair that isn't
mandated by law.
A 11-12 yr old Audi is not exactly a front line car at a Land Rover dealer-
normally, a car like that would go straight to wholesale. It is possible
due to your locale that there is a high demand for similar cars that would
give the dealer an incentive to sell it themselves, as a calculated gamble.
That's how I was able to find an M Coupe at a BMW dealer.
