But isn't there still a valve in the coolant line to the heater that is 
closed when the climate control system is not in use?

Channel 51 shows the coolant temperature (in degrees C) that the 
climate control is seeing--I assume the sensor is somewhere close to the 
heater core.  As long as the valve is open, this should more or less 
correspond with the operating temperature on the dash gauge.

I've noticed that in winter in my car the Channel 51 reading only gets 
close to 87C (my thermostat temperature) in slow speed city driving.  At 
highway speeds, it is usually no more than 79C.  I've also noticed that 
at highway speeds the car will cool off quickly when going down a long 
hill.  At -10F ambient a 1/2 mile downhill stretch with foot off the gas 
will cause a significant drop in both the Channel 51 reading and the 
dashboard temp gauge.

One more climate control story:  For two years I didn't have any 
defrost or floor heat--the central flap motor was stuck so all the heat 
came out the dash vents.  I kept a clip-on 12V fan handy to use as an 
emergency defroster, although I didn't need it often as long as I parked 
in the garage overnight.  The cool and amazing thing to me is that after 
two years of being stuck it started working again, and has been for the 
last couple years.  Nice that I didn't have to pull apart the dashboard 
after all!
