[urq] rough cold running, still

When you check the plunger, I don't think there will be a visual clue.  IME
experience it was the fuel pressure gauge that was telling.  Using different
shims we could play with pressure, at one point, when we aere about 1 psi
above "spec" the fuel distributor held pressure after shutdown, as opposed
to immediately bleeding it all off.  Of course maybe your plunger just needs
to be replaced in order to get a new O-ring seal.....?
