[urq] foamy power steering fluid

 I just happened to check the power steering fluid on my urq today. Been driving the car frequently, and it has been leaking some PS fluid. So, take off the cap and its empty! I put in the Dexron III and it foams up immediately!!
 I had just started the car and the pump was a little noisy, so thats why I checked it. Is this normal before it bleeds the air out? 
 I just put the cap back on and went inside hoping it will be normal tomorrow.
