I too am doing a simliar experiment. I currently have an European WR with
no emission controls. I'm trying to upgrade to an CIS-E III fuel system for
emission control and smoother running.
Question: Does anyone know the pin out for the fuel ECU for the 89-90 Audi
100's. Bosch Part # 0280800306 Audi part # 443906264 E ?

Although the project has been put aside while I get my UrQ on the road, I
recently did a comparable swap of NG and CIS-E3 into '87 4kq. Engine runs
fine, but starts only after priming injectors. I am pretty sure I have
leaky injectors (only cleaned but not replaced) or a pressure leakdown
someplace. I have not taken the time to follow through yet - mainly
replacing the injectors and fuel pressure accumulator as well as perform
system tests.

How much exactly did you swap over? You can run the 2.3 with CIS-E, as
long as you don't encounter knocking you'll be ok, but the CIS-E will
need to have all of its senders and bits swapped over for it to work right.
Which fuel distributor did you use?
I would have swapped over the CIS-E3 harness as well, if it were my
option, by the way...
