[urq] Intercooler cooling fans

from experience, I have developed an opinion about them. they help. on a
trip to the 7-11 store, left the fan running, engine off, instead of
intercooler temps hitting 120 on the heat soak, the temp was the same as
ambient of 80, did the same trip with the fan off, intercooler temp was 120.
and when sitting at a stop light, temperatures fall with the fan on, rise
with it off. for the less than two amp draw I am gonna add another fan.
