[urq] my wreck - and insurance question help!

It may be inappropriate for insurance companies to use
NADA book values because I'm guessing less that 10% of
urq's are sold through NADA dealers.  URQ-s would be a
headache for the average car dealer - lowering the
statistics on pricing.  Perhaps we need something like
the quattro registry to track just that statistic -
how many of the cars a purchased thru dealers vs
private sales.  This could serve to invalidate NADA
values for our cars.
With cars sold privately it seems hard to validate the
price paid.  To many people might report a lower price
in order to pay less sales tax at DMV.  A fraudulent
person would overstate the value - to pull an
insurance scam.
Cooperation would be needed to establish a database on
values.
