Martin,
Yes, the reflectors are identical between the flat and sloped Cibie headlights.  In fact, the lens is the ONLY difference between them.  
You would probably be better off just replacing the reflectors.  I looked into getting some reflectors re-aluminized a few years ago (it is an aluminum vapor deposition process I am told), and the cost was pretty high.  

FWIW, the part numbers for the reflectors are:
855 941 151 B Low beam
855 941 151 AD High beam

The reflectors are identical from side to side.

I would check with vagparts.com for pricing on these.
