[urq] Head bolt weirdo

Just bought a set of head bolts from Audi for a WR ur-quattro engine.  ETKA 
says 049 103 385 - so does the Audi sealed bag and the invoice.  ETKA also 
says M11 x 1.5 x 98, and my digital caliper agrees.

But the washers from the old bolts don't fit.  The old bolts (I have two 
sets) are M11 thread with M10 shanks.  The washers are all around an ID of 
10.40 mm - they are a tight fit over the threads on both sets of old bolts, 
and slide easily over the shanks.  At first I thought the stretch effect 
might be responsible - but the washer ID of 10.4mm is not going onto a bolt 
shank with an OD of 10.96mm.

Anyone had this problem before?
