[urq] decel valve

No, the 5000 turbo's have it. I function is to cut off/reduce the fuel
supply when de-accelerating in order to keep emissions low. As far as I
know, the only such function in the WR's is the ECU advances the timing when
the throttle switch is closed at RPM's above 1000..(in order to reduce
emissions....). Probably not as efficient.
