No.  It's an "internal use only" casting number.  I've found the same numbers on Passat GL5s.

There are several blank castings in use on ur-quattros.  The North American version had a
space for a vacuum pump that was never fitted to the European cars and thus a different
casting number.  Around eight years ago Audi started using the North American head casting in
European exchange heads, but didn't machine out the mounting hole(s) for the vacuum pump.
Just recently - last couple of years or so - they've started shipping heads with these holes
machined out and a blanking plate bolted over them.

Like the "timing mark" on the harmonic damper, it's just to confuse the Russians.
