Dennis,
You've got it 1/2 right (the smaller the number, for the same rim, the more
it sticks out). Offset refers the the distance from the centerline the hub
mating surface is. 0 offset means mating surface isaligned the centerline
of the rim.
Any positive number = offset toward the outside of center, (front wheel
drive, 4 wheel drive and newer rear drives) any negative number = offset
toward brake side. (deep dish rims etc)
All else being equal rim diam, width etc, the lower the offset the more the
rim appears to "stick out" from the hub.
