L-A,
I am not sure I understand your question.  (are there anyways to change the 
bias without changing the BPV seems to be your point?)  I would guess not, 
but changing some of the components you mentioned will change the effects of 
that bias.  I removed my stock bias valve on my way to installing a manual 
valve.  (My fronts would also lock up fairly easily, not some much now with 
bigger tires!)  The valve I had chosen did not fit the Audi lines so I 
buttoned up my brake system, without the stock valve while I set out to get 
adapters etc.  Well I liked the action so much without the valve that I am 
still running it that way 5+ years later. (G60's front stock rears)
Needless to say swapping calipers will also change the net effects of your 
stock valve.  So you have quite a few options.  easiest is probably getting 
a manual valve and setting it as you like.

weight repartition or anything else. No matter what, there is always X
percent of the brake pressure going to the rear wheels.

Now, how can I improve this repartition other than changing only rear brake
pads or front tires? You know, my car is prone to front wheel lockup and no
matter what I do (except flooring the brake pedal), rears won't lock.
