[urq] Fan Running w/ AC

I am pretty sure that pre-'84 cars should have the AC
fan running all the time. My '83 does. By the way
RELAY this now and get all that load off the fuse box.
The AC is a monster power used. On my ;84 a pressure
switch cycles the compressor. My '84 cycles on and off
no problem.
