[urq] Boost leak or fuel problem?

A couple of days ago when I took the 83 urq to work, I noticed a slight  
hesitation/loss of power when I would reach 17-18psi of boost. It didn't matter  
what rpm I was at, it seemed to be more dependent on the 17-18psi of boost.  
After about 15 minutes of driving the problem went away. So I forgot about  it. 
Today it did the same thing. Good power and acceleration, but when the gauge  
hit 17-18 psi of boost, it kind of stumbled a bit. Even the exhaust tone  
changed. I've never noticed that before, and have hit 18-20 psi on occasions  with 
no problems. Could there be a bad turbo/intercooler hose that holds  pressure 
untill the higher boost level is reached? The car is chipped. What  I can't 
understand is why the problem goes away after about 15 minutes of  driving. Any 
ideas?
