You mean the tarry stuff?
Propane gas torch. Warm the surface of the stuff until it goes 'plastic'
(you do not have to set it on fire) and then scrape it off with a paint
scraper - the sort that you pull rather than one of the flexible flat
blades.
A hot air paint stripper might be just as good as the torch - not actually
tried one. An oxy cutting torch is overkill but really shifts the stuff.
