Dennis,
It sounds like you have a serious heat problem.  While vapor lock, like  
carb ice can happen at virtually any temp, to see it with ambient at 45F is 
a bit unusual.  (of course after sitting for 15 minutes, your underhood is 
much higher) I had the same heat soak issue with my starter.  Mine wouldn't 
engage, you didn't give your symptoms.  If yours is the same, the vapor lock 
is secondary because even with no lock, no starter = no running.  I wrapped 
the exhaust pipe, got a starter heat blanket and made sure I was getting a 
good 12v to the starter.  So far no more starter problems, I'll know for 
sure when summer comes.  Insulating some of your heat sources may help with 
the lock.  Maybe you need an exhaust fan for your new louvers!

Well drove it home this afternoon, let it sit in the garage for 15 minutes
and no joy! Vapor locked & heat-soaked, and it's only 45 degrees outside. If 
it
sits with the hood up for 10 minutes it fires right up. No point in arguing
that it isn't really vapor-lock, as I can hear the bubbles going back into 
the
tank when I run the pump. Vigorously! Almost like the tank is boiling.
Oh well, at least the vent "looks good".
