[urq] T125 70D 15 correct urq usa 83 space-saver-spare? Bead is not set

It has zero pressure, and on closer inspection the
bead is not set against the rim on one side.  The bead
is half inch or more from flange.  Fearful that PO put
on wrong tire I don't want to get hurt putting 60psi
in.  Sound like right size?
