[urq] Upper Wastegate Hose on '83 Ur Quattro

This port is used for electronic boost control found on the 5000 turbo's,
otherwise it is open to air.

Where does it go?  There is a hose attached to mine, but it doesn't go
anywhere and I see nothing in the vicinity to connect it to.

Hard starting and overboost at about 1.9 bar prompts me to  investigate.  I
probably need to replace the lower wastegate hose, but the upper is not
connected to anything right now and maybe that is the main culprit.
