It is my understanding that some cars have a hose attached to this port to
make it look like it goes somewhere, but it is still a vent ... so if your
car is otherwise stock the hose is as it should be. I could have used that
years ago when a tech saw a fitting with no hose attached and was going to
fail my smog test. Since then I've upgraded the ECU and installed the
Schrappnell Knobben, so I can get the equivalent of a stiffer WG spring.
I'm assuming that your 1.9 bar quote is absolute, i.e. 0.9 bar over
atmospheric ... that does sound like the WG diaphragm or the hose to the
lower chamber in the WG is leaking. I suppose this might give enough
unmetered air in the intake to cause hard starting too, but it might be
unrelated ...
