As you mention supply signal, I presume the dash is digital. Mine had a 
similar problem, which turned out to be the mechanical part of the 
sender unit had the shaft corroded. Difference being, that mine didn't 
read correct speed when and if it came on. If yours reads the speed 
correctly when is on, I would suspect the wiring and connections.
