[urq] bad fuel thingy?

here's what i've got:  '83 ur-q, New Pierburg fuel
pump (grounded at the ECU),new fuel filters, air/fuel
gauge. Other things: K26 turbo and bottom end from '87
5000q, 268? cam, K&N, adjustable cam gear (not
adjusted to anything yet), new (re-conditioned) fuel
distributor.  The Problem: in second gear on, under
heavy foot, the air/fuel goes way lean for a sec, then
rich, there's little to no boost (5 psi), and the car
shakes like i'm plowing a field. I've heard it could
possibly be premature excavation by the wastegate. 
Help!!  Also, is the top-hat lookin thingy where the
fuel line comes in from the gas tank then to fuel
dist. a pressure regulator of some sort?  Do they go
bad?  Can it be taken out and bypassed straight in to
the rock?  any info would be good.  -dan
