Its sticking usually because the throttle plate wedges itself inside the 
bore. Screw head and the leaver have worn from contact, and you should 
take that wear out. Throttle body should be really shimmed properly, but 
the simple way is to turn the throttle body sealed screw for 1/4, and go 
from there.  Don't lock the screw to tight, and don't go to far in your 
adjustment.
