[urq] Did a rubber body plug go here - or does rust spread thatmuch?

No plug there.
What it used to be was an inward facing dimple approx 1" in diameter and 
maybe 1/4" deep in the inner sill with a slot at the bottom. I always 
assumed that this was for some sort of drainage.
The hole leads through to the inside of the car. If you were to pull the 
rear seat and the left rear passenger side trim you can run your hand down 
the wheel tub and feel that hole.
