The unit you're referring to is the "fuel pressure Warm Up Regulator". It  
also has a boost sensor in the bottom chamber, which single chamber (single  vac 
hose connection) units don't have. That unit is important for starting, warm  
running, and full boost tuning.
As stated many times on the list- the 3 important items for tuning CIS  are
1) fuel pressure
2) fuel pressure
3) fuel pressure
This unit regulates the fuel pressure from cold start low 20's,  gradually 
warming up to a stable "control pressure" of 49-52 for warm idle  & running. The 
Fuel Distributor has an internal pressure regulating plunger  (firewall side 
of FD 16 mm nut) that regulates "system pressure" via shims  against a spring. 
This also must be to spec which I think is 84? All these are  PSI numbers and 
are mission critical, so double check me on the values. I'm  going off memory 
here.
If the WUR doesn't function to spec, you will chase your tale trying to get  
the car to run right. You still might chase a CIS ghost, but at least 
elliminate  as many variables as possible.
