Also, after some further thought, you may want to check your waste gate
frequency valve.  This could also be your problem.

Is the wastegate cap drilled to access the preload
adjustment on the spring?  If not, the issue could be
the wastegate creeping open before full boost is
reached.  IA recomends drilling a hole to pop out that
small center cover and then screwing the preload down,
up to 6 turns, until full boost is reached.
