[urq] Stumbling

A guess, but I had a similar instance that turned out to be a corroded lead
to the fuel pump.  Cleaned it up, did the relay mod and smooth sailing.
Wouldn't be surprised, though about the fuse block (especially if it's early
'83 or before). BTST
