[urq] What the hell?

Sounds to me like the clamping washer or pressure spring (or both) on the
top of the column aren't doing what they should. The earth route is from the
column to the clamping washer, to the spring, to the contact ring and then
to the bearing and on to the steering tube.
There is no direct contact between the column and the bearing - there's a
plastic bush (support ring) in between the two.
