[urq] want to formulate a plan on tackling rust.

I bought a rough car 6 months ago.  There is some rust
at the front fender tops (under the hood) ,  some
holes in the front top inner fender area.  Bubbles
where there strut towers meet the fenders and rust at
the sill joints under the front door.

So I don't drive it in the rain, and it's garaged in
humid NYC area.  I don't know much about picking a
shop to do these repairs.  A shop could make repairs
improperly and I wouldn't know better.  I could also
wait until I retire in 4.5 years to put the proper
time into solving this problem.  So,
1.  Recommendation on a shop in NY, NJ, CT area that
would do a good job.  
2.  Tips on what to require - like zinc primers for
example.  Metal thickness??
3.  If I keep the car dry - except that I can't
control humidity - can I wait 4.5 years?
4. Car will also need paint - but right now I'm just
thinking of preservation.  I want to stop any
deterioration.
