[urq] 12 volts on both terminals of coil - no start

Boomer, 
 
One side should have 12v, the other 12v when it doesn't get the switching signal from teh computer. Not really familiar with the urq's. Does it use the reference sensors like the later 5000? If not, it should be relatively simple, probably with a seperate ignition control module similar to the 4k's. Someone out there let me know if this is incorrect. 
 
If it is the simple system, the hall sensor is the first thing I'd check. Should be 4.5V on the center wire when plugged in, and "in window"-ignition on. That means the opening is lined up with the cutout of the distributor. Should be 0V when out of window. (I might have these reversed, It's been a while, but I think this is right)
