Did you checked the power-brake-steering ATF fluid level?
Must empty the bomb first, then check the level in the reservoir bolted on
the firewall. Must be at 10 mm bellow the top, once the bomb is emptied.
But it does looks like a failing master cylinder, or pressure regulator

The hydraulic fluid is a tad low (~50 mm from top after I pumped the pedal ~10 times until returns hard with the engine off).
ETKA indicates there is a Repair kit for the Tandem Master Cylinder 23.81mm (P/N 183 698 181 B) but how do I know for sure that's wrong with it and not the Brake Pressure Regulator (P/N 803 612 303)? BTW the kit is 104,- euro ex VAT so it's worth a try not?

Sounds like Brake Master to me, but when did you last change the fluid?
Regardless of what the problem is, first step is to change the fluid,
preferably using a pressure bleeder. Even with marginal bomb, you shouldn't
loose pedal feel like that with the car running.

The brake and ATF fluid is changed in late 2001 @ approx. 230.000 km

Well, it does get hard after 8-10 pumps with the engine off, with running engine even longer.
