[urq] VINS : North American Ur-q Registry Now Online

I know what you mean -- it's not like there are so many urq's around that
you would steal one and use the vin of another.  This is  a scheme that has
come to light lately with vehicles like Hummers, Range Rovers, etc.  One of
the benefits of owning extremely low production vehicles :-)
