[urq] help me understand the ECU pin # scheme in Maint and Adjustments

On page 23 picture 2?-425    I'd guess numbering is:

25, 24, 23   ...   14       (top row)
1,2,3,4,...13                  (bottom row)

because then the picture would be correct - testing
terminals 18 and 19

but then the pictures on page 32 wouldn't make any
sense.  Picture 28-452 (ECU power and ground) says
check terminals 1 and 14 but picture looks like 13 and
14 if you use my pin #guess.  Plus I got no voltage
when measuring across these pins.

or are the pictures misleading?  I'm also using a
average copy of the manual - not original, so some of
the pictures aren't clear.
