[urq] Water Pump and Timing Belt was "help"

AFAIK, it's a stock for an early build date 83.  I'm not sure of the
code, but the build date says 7/82, and it's listed as an 83,
originally imported form germany as a US-Spec car.  This is what I
know from the PO, who i still haven't heard from.
