[urq] No hot start (update)

Got out the ist documents, and started testing the ECU voltage, speed
sensor, and reference sensor.  ECU voltage= 11.4V, reference sensor
flickers the LED with cranking, and speed sensor gives more of a kind of
bright/kind of dim signal at pins 11/24.  Check ECU voltage while
cranking, 9.2V.  Think I found it.  The FPR wasn't even turning on until
after I had finished cranking.  Also, no spark on Louis-Alain's pull plug
1 wire and attach to a spare plug through the lift bracket.

The engine did, however, start 4 times tonight in the 3 hours I worked on
it.  Seemed to run OK once started.

Hopefully it starts in the morning so I can get it out of the way of the
other cars in the driveway.

I've already "reduced the load" on the circuit by relaying the headlights,
defroster, and fuel pump.  And when I swapped fuseboxes, I crimped some
new terminals onto the burnt places on the fusebox connectors.
