[urq] TDC, Cam, and Dist Timing

... when my car had an occasional 4k RPM cutout I fixed it by adjusting
the dizzy timing to center the rotor too.  Since the MAC-02 doesn't have
a diagnostic mode for this I assumed that the timing was marginal and as
the RPMs went up that the timing of the Hall window compared to the
reference sensor changed sufficiently that the ECU stopped seeing the
reference pulses and shut off the fuel pump.
