That's because your WOT switch is N/O instead of N/C.

If you switch the ignition on AND activate the WOT switch, do you see 12V at 
the solenoid valve then?

The 12V supply to the valve goes through the WOT switch only, and all the 
WOT switch does is supply (or not) the 12V to the solenoid valve - it's a 
very simple circuit.
