Check the duty cycle, the base CO adjustment is so far out of range when
the O2 sensor turns on it is taking the adjustment to the limits of the ECM
and frequency valve to either a rich or lean stop, hence the valve stops
buzzing, someone has adjusted the CO prolly way too rich to make up for
crappy running cold, contact me off list if you need more help, be sure to
check the vacuum hoses going to the warm up regulator under the injector
cooling fan first.
