Having taken a few of those pumps apart:

THe pump has two methods of turning off, after you move the key.

1) The first method is that it senses the air pressure in the sytem. As soon
as the air pressure rises (or lowers) because all of the actuators have
finished travelling, it turns off the pump.

There is a two way switch inside the pump for that function. One direction
for pressure, and the other for vaccum.  I'd suspect that one of the two
switch contacts has gone bad, as you say that the actuators all still seem to
work ok in both directions.  I'd think if you had a leak, it would run on in
BOTH directions. But can't hurt to check for a leat too!

2) The second method that the pump uses to turn off is a timer. IF the pump
hasn't seen the pressure change (as above) after a set amount of time, it
will turn off regardless.  That limits it's runnign time, in the event that
there IS a leak in the system.
