... cig lighter between the seats ... means that we're probably talking
about a 5000 model, correct?  Assuming that to be the case ... there's a
switch on the driver's door panel that has a graphic on it which looks
like a door window part way down ... this switch enables the window
switches on the rear doors *and* the rear seat cigarette lighter.  Make
sure the switch is depressed and then look again to see if there is
power to the rear lighter.  If there is still no power, check the wiring
loom in the driver's door to see if the wires are breaking ... any
further than that and you are probably going to need to track things
down with a test light or voltmeter.

The lack of the illumination light is most likely to be a burned out
bulb IME/O ... but you may want to remove the panel and confirm that the
bulb hasn't simply slipped out of position in the housing first.
